Any person who has been convicted of a criminal offense against a victim who is a minor or a sexually violent offense, whether in Rhode Island or not, is required to register.  Also those who have been determined to be sexually violent predators, committed an aggravated offense or is a recidivist is require to register.

The state defines a sexually violent predator as a person who has been convicted of a sexually violent offense and has a mental abnormality or personality disorder that makes them likely to recommit and engage in violent sex offenses.

Criminal offense against a victim who is a minor is defined as one of the following offenses:

  • Kidnapping or false imprisonment of a minor
  • Sexual assault in the third degree
  • Child molestation sexual assault in the first or second degree
  • Exploitation for commercial or immoral purposes
  • Murder, if committed during the perpetration or attempted perpetration of a kidnapping of a victim under 18.

A sexually violent offense is defined as any of the following:

  • Sexual assault in the third degree
  • Child molestation sexual assault in the first or second degree
  • Sexual assault in the first or second degree
  • Murder committed in perpetration or attempted perpetration of rape, sexual assault or child molestation
  • Offense in another jurisdiction is substantially equivalent to an offense listed above

A juvenile is required to register if they are a sexually violent predator who has one or more prior convictions for an offense requiring registration or has been convicted of aggravated assault.
