Ohio Statute 149.43(A) establishes the right of citizens to have access to public records in the state.  There are some specific exemptions, but most other records are available to the public.  Ohio public records also include court records of Ohio's County Common Pleas Court and the Clerk of Court of Common Pleas is the elected custodian of all public records.  These public records are required to be prepared promptly and made available for inspection to any person and at reasonable business hours.  The statute also declares the Internet as a medium and a county or custodian is not allowed to limit Internet access, if it exists, to public records that are indexed. Public records available in the state may include court records, criminal records, jail records, incarceration records and real estate records.
